During the course of his research Mills often acquired original manuscript and visual materials of third parties such as Harvey Ingham that remained in his possession, and comprise part of his papers. A portion of the subject files found in his papers were once maintained as pamphlet and clipping files by the Des Moines Register and the State Library of Iowa, with Mills acquiring them at the point when they were slated for disposal by the original holders. Since this collection has received minimal organization, users will need to carefully review the container list attached to this catalog record. Research topics may occur in multiple scattered boxes and files, so keyword searches or full browsing of that document is recommended for a thorough investigation. Note that file content may range from one sheet of notes to more significant volumes of materials. Users will also find the physical condition of the materials varies widely due to past storage conditions and manipulations, and some untidiness should be expected by the researcher until further preservation work can be administered. In the interest of making access more immediately possible, it has been determined to allow processing and preservation treatment to occur incrementally. Since an exhaustive review of all documents in the papers has not yet been undertaken, researchers are alerted to the possible presence of some items containing sensitive or confidential information that is protected under federal or state right to privacy laws and regulations. The disclosure by a researcher of certain sensitive information--when that is linked to an identifiable living person--may have legal consequences for which the State Historical Society of Iowa assumes no responsibility. Likewise, researchers are alerted to copyright ownership that might pertain to materials Mills obtained and created as part of his work with the Des Moines Register and WHO-TV; use of those materials should be limited to the "fair uses" of reference and education. Most still photography can be made readily available to researchers, but much of the audio-visual material will remain inaccessible until reformatted, and may be problematic to reproduce due to obsolete formats and copyright issues. |
