Biographical/Historical note:
  • Iowa Republican who represented Iowa's 1st District in the House of Representatives from 1939 until 1955. From 1955 until 1961 he served in the Senate where he was a member of the Select Committee on National Water Resources, the Committee on Aeronautical and Space Sciences, and the Committee on Interior and Insular Affairs. While serving in the House he was a member of the House Committee on Military Affairs and the Ways and Means Committee. During World War I Martin was a 1st Lieutenant with the 35th Infantry. He earned degrees in accounting, economics and law from the University of Iowa and Columbia University. Before practicing law in Iowa City he worked as an analyst and accountant for Goodyear Tire and Rubber and taught military tactics at the University of Iowa. During his tenure in Congress he proposed and supported various pieces of legislation to support agriculture, conservation and flood control.
